Admiral Henry John Rouse (1795-1877), joined the Royal Navy at the young age of 10 years and went through the ranks for the next 28 years to become Admiral. He then retired from the Navy and spent the next 41 years in the Horse Racing World. He was famous for the introduction of handicapping horses which made racing so much fairer. He was responsible for all the rules and regulations of racing and indeed was the dictator of ''the turf'' at the time.
