Noakes is an artist who works in oil and pencil, notable for portraits and landscapes, born in Brighton, Sussex. He was educated at Downside School, gained his national diploma from Reigate School of Art, also attending Royal Academy Schools. He was for a time president of ROI and a member of RP. Also exhibited at RA, NS, Young Contemporaries, Contemporary Portrait Society, Grosvenor and Upper Grosvenor and Upper Grosvenor Galleries, New Grafton Gallery and widely abroad. Noakes made a reputation as a painter of most members of the British royal family together with other leading figures form many aspects of national life. Notable collections holding examples are HM The Queen, for the Royal Collection, Windsor; HRH The Prince of Wales, portrait studies of The Queen and HM Queen Elizabeth the Queen Mother and drawings of the Prince of Wales; British Museum; Naitional Portrait Gallery; the House of Commons; and numerous Oxford and Cambridge colleges. In 1968 Noakes published A Professional Approach to Oil Painting. Many of his pictures were reproduced as book jackets, in magazines and newspapers. Lived in London.
